These Terms of Use (“Terms”) govern your access to and use of the Enroll.Compare website (the “Site”), operated by HealthLink Insurance Agency LLC (“we,” “us,” or “our”), an Illinois corporation and licensed insurance agency (NPN #: 21554495; Agent of Record: Nick Loucks, NPN #: 21137267). By accessing or using the Site, you agree to these Terms. If you do not agree, you may not use the Site. We may revise these Terms at any time; continued use after changes are posted constitutes acceptance of the revised Terms.
2. About Enroll.Compare
Enroll.Compare provides interactive comparison tools and connects individuals and families with licensed insurance agents to help them evaluate COBRA continuation coverage, ACA Marketplace plans, and other health insurance options. We are an independent, private insurance agency. We are NOT a government agency, and we are not affiliated with, endorsed by, or sponsored by any state or federal government, the Department of Health and Human Services, the Centers for Medicare & Medicaid Services (CMS), HealthCare.gov, or any state-based Marketplace.
3. Eligibility & Geographic Availability
Insurance products referenced on the Site are offered through HealthLink Insurance Agency LLC and are available only in jurisdictions where we and our agents are properly licensed. Availability varies by state and county. We are not soliciting insurance in any jurisdiction where we are not licensed to transact the business of insurance. License numbers are available upon request and are displayed in our Jurisdiction Hub. Nothing on this Site is an offer or solicitation of insurance in a state where the named carrier or agent is not authorized.
4. Information Is General, Not Advice
All content on the Site is provided for general informational purposes only and does not constitute legal, tax, accounting, or insurance advice. It is not a substitute for guidance from a qualified professional familiar with your circumstances. Nothing on this Site creates an agent-client relationship until you have engaged a licensed agent and, where required, signed a service or appointment of agent acknowledgment. You are responsible for evaluating whether any plan meets your coverage needs.
5. Quotes, Estimates & Disclaimers
Premium amounts, subsidy estimates, tax-credit projections, and savings figures displayed by our tools are estimates generated from the information you provide and publicly available rate data. They are not a binding quote, an offer of coverage, or a guarantee of premium, eligibility, or subsidy amount. Actual premiums and eligibility are determined solely by the issuing insurance carrier or the applicable state or federal Marketplace after a formal application and underwriting or exchange verification. Rates and plan availability change frequently and may differ from estimates shown.
6. User Responsibilities & Acceptable Use
You agree to use the Site lawfully and to provide accurate, truthful information when requesting quotes or applications. You may not: (a) use the Site to submit false or fraudulent information; (b) impersonate another person or misrepresent your affiliation with a person or entity; (c) attempt to gain unauthorized access to any part of the Site, its systems, or data; (d) introduce viruses, malware, or harmful code; (e) scrape, harvest, or otherwise systematically collect data from the Site; or (f) use automated means to interfere with its operation. We may restrict or terminate access for violations.
7. Intellectual Property
All content on the Site — including text, graphics, logos, tool design, software, and the Enroll.Compare name and marks — is owned by or licensed to HealthLink Insurance Agency LLC and is protected by intellectual property laws. You may not copy, reproduce, distribute, or create derivative works from the Site without our prior written consent, except as permitted by law. Carriers’ names and product names are trademarks of their respective owners.
8. Third-Party Links & Government Resources
The Site may link to insurance carrier websites, federal or state Marketplace resources, and other third-party sites for your convenience. We do not control and are not responsible for the accuracy, content, or privacy practices of those sites. Visiting a linked site is at your own risk. Inclusion of a link does not imply endorsement. The federal Marketplace and state-based Exchanges are government programs; any reference to them is for information only and does not imply affiliation.
9. Disclaimers of Warranties
THE SITE AND ALL CONTENT ARE PROVIDED “AS IS” AND “AS AVAILABLE,” WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT. TO THE FULLEST EXTENT PERMITTED BY LAW, NEITHER HEALTHLINK INSURANCE AGENCY LLC NOR ITS OWNERS, OFFICERS, AGENTS, EMPLOYEES, OR AFFILIATES SHALL BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS, DATA, OR COVERAGE, ARISING FROM OR RELATED TO YOUR USE OF THE SITE OR RELIANCE ON ESTIMATES OR INFORMATION PRESENTED ON IT — EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGES. BECAUSE SOME JURISDICTIONS DO NOT ALLOW THE EXCLUSION OR LIMITATION OF INCIDENTAL OR CONSEQUENTIAL DAMAGES, THE FOREGOING LIMITATION MAY NOT APPLY TO YOU.
11. Indemnification
You agree to indemnify, defend, and hold harmless HealthLink Insurance Agency LLC and its officers, agents, employees, and affiliates from any claim, demand, loss, liability, damage, or expense (including reasonable attorneys’ fees) arising out of your breach of these Terms, your misuse of the Site, or your violation of any law or the rights of any third party.
12. Governing Law & Dispute Resolution
These Terms and any dispute arising from your use of the Site are governed by the laws of the State of Illinois, without regard to its conflict-of-law principles. Any dispute shall be brought exclusively in the state or federal courts located in Sangamon County, Illinois, and you consent to that personal jurisdiction and venue. Nothing in these Terms affects any rights you may have under applicable state insurance consumer protection laws.

We are committed to making the Site usable for as many people as possible and continually work to improve accessibility.
