1. Overview & Who We Are

This Privacy Policy describes how Enroll.Compare (the “Site”), operated by HealthLink Insurance Agency LLC (“we,” “us,” or “our”), an Illinois corporation and licensed insurance agency (NPN #: 21554495; Agent of Record: Nick Loucks, NPN #: 21137267), collects, uses, discloses, and protects personal information you provide when you use our comparison tools, request quotes, speak with our licensed agents, or submit an application. By using the Site, you acknowledge that you have read and consent to the practices described here. This policy does not alter or expand the obligations imposed by applicable state or federal privacy law; where a law grants you greater rights, those rights control.

2. Information We Collect

We collect only the information reasonably necessary to evaluate insurance options, estimate premium subsidies, match you with plans available in your county, and facilitate enrollment with your chosen carrier. This includes: (a) contact details such as your name, email address, mailing address, and telephone number; (b) general demographic data such as state of residence and ZIP code; (c) household size and estimated annual income, which we use to estimate eligibility for Affordable Care Act (ACA) premium tax credits and cost-sharing reductions; (d) details about current or recently ended employer-sponsored coverage, including COBRA eligibility and qualifying life events; (e) plan preferences such as preferred providers, prescription drugs, and desired metal tier; and (f) technical data your browser transmits automatically, including IP address, browser type, device identifiers, and referring pages. We do not request sensitive medical history until you formally authorize an application for an underwritten policy.

3. How We Use Your Information

We use your information to: calculate estimated monthly premiums and potential federal tax credits; identify plans available in your specific county and state; verify that a licensed agent authorized in your jurisdiction can assist you; connect you with that licensed agent; prepare and submit applications to your chosen insurance carrier or state-based exchange at your express direction; respond to your questions and provide ongoing servicing of enrolled policies; and operate, secure, and improve the Site. We may also use contact information to send you service-related communications and, where you have consented, marketing about coverage options. You may withdraw marketing consent at any time using the unsubscribe link or by contacting us.

4. How We Share Information & With Whom

We share your information only as necessary to deliver our services and as required by law. Specifically, we may share information with: (a) the insurance carrier or state/federal Marketplace you choose to apply through, to the extent needed to complete your application; (b) our licensed insurance agents and contracted personnel who require access to service your request; (c) service providers who perform functions on our behalf under written contract, such as hosting, analytics, and secure communications, and who are prohibited from using your data for any other purpose; and (d) regulatory authorities, courts, or law enforcement when compelled by lawful process. We do not share your information for any unrelated commercial purpose.

5. We Never Sell Your Personal Information

We NEVER sell, rent, trade, barter, or otherwise monetize your contact information or personal data to third-party lead-generation companies, data brokers, marketing aggregators, or any unauthorized party. Your details remain strictly with HealthLink Insurance Agency LLC and the insurance carriers or exchanges you elect to engage. The term “sell” has the meaning given under applicable state privacy law, including the California Consumer Privacy Act (CCPA), and we do not engage in such transactions.

6. Marketing Communications & Consent

When you provide a telephone number, you expressly consent to HealthLink Insurance Agency LLC and its licensed agents contacting you at that number — including via automated dialing systems, prerecorded messages, artificial voice, SMS, and email — regarding insurance products and services, even if the number appears on any state, federal, or private Do-Not-Call list. This consent is not a condition of any purchase. You may revoke consent at any time by replying STOP to any SMS, clicking unsubscribe in any email, or contacting us using the details in Section 15, and we will honor standard unsubscribe requests within 10 business days. Message and data rates may apply for SMS communications.

7. Cookies & Tracking Technologies

The Site uses cookies and similar technologies to remember preferences, measure traffic, and improve performance. We do not use cookies to sell your personal information or share it for cross-context behavioral advertising. You may control or disable cookies through your browser settings; some Site features may not function if you do so. Any analytics we operate is configured to limit the use of personal data to what is necessary to measure usage and improve the Site.

8. Data Security

We maintain industry-standard physical, electronic, and procedural safeguards designed to protect information against unauthorized access, alteration, loss, or disclosure. Sensitive communications are transmitted over Transport Layer Security (TLS/SSL) encrypted channels, and access to client records is restricted to licensed personnel who require access to perform customer service or enrollment duties. No method of transmission or storage is fully secure, but we apply reasonable safeguards consistent with applicable insurance and privacy regulation.

9. Data Retention

We retain personal information only as long as necessary to fulfill the purposes described in this policy, to service your applications and enrolled policies, to comply with legal and regulatory recordkeeping obligations, and to resolve disputes. Insurance licensing and compliance rules may require us to retain certain transaction records for a defined statutory period. When information is no longer required, we delete it or render it de-identified in accordance with our retention schedule.

10. Your Privacy Rights (State-Specific)

If you are a resident of a state with applicable privacy laws — including California (CCPA/CPRA), Illinois, Texas, Virginia, Colorado, Connecticut, Utah, and others — you may have rights to know, access, correct, delete, or opt out of the sale or sharing of your personal information, subject to the limits and exceptions provided by those laws. To submit a verifiable consumer request or exercise any available right, contact our privacy compliance officer at privacy@enroll.compare. We will not discriminate against you for exercising your rights.

11. “Do Not Sell or Share” & Opt-Out Requests

Because we do not sell or share your personal information for monetary or valuable consideration in a way that triggers a right to opt out, no separate opt-out mechanism is required. If our practices change, we will update this policy and provide a clear “Do Not Sell or Share My Personal Information” mechanism. You may also request that we limit the use of sensitive personal information as permitted by applicable law.

12. Children’s Privacy

The Site is not directed to individuals under 18, and we do not knowingly collect personal information from children. If you believe a minor has provided us with personal information, contact us and we will take reasonable steps to delete it.

13. Third-Party Links & Government Marketplaces

The Site may link to third-party websites, insurance carrier portals, and federal or state Marketplace (Exchange) resources for your convenience. We do not control and are not responsible for the privacy practices or content of those third parties. The federal Marketplace (HealthCare.gov) and state-based exchanges are government programs; Enroll.Compare is an independent, non-governmental resource and is not affiliated with, endorsed by, or operated by any government agency.

14. Changes to This Policy

We may update this Privacy Policy to reflect changes in our practices, technology, legal requirements, or regulatory guidance. Material changes will be posted on this page with a revised “Last Updated” date. We encourage you to review this policy periodically. Your continued use of the Site after a change constitutes acceptance of the updated policy.
